All CA natural sources of fresh water have been tapped - rivers dammed, etc. - and ground water has been severely depleted over time, particularly in the southern San Joaquin Valley. The San Francisco Bay-Delta ecosystem -- the largest estuary on the west coast and the hub of California's engineered surface water system -- is in perpetual drought and species are lost (fish). CA water demands generally exceed these supplies by at least 6 million acre-feet per year on average.
